Why do I need to implement the restore functionality in my Android app?

Restore is required when a user makes a purchase on a device using a google account and then:
- reinstall an app
- reset Android device
- get a new Android device
If in all these cases the customer uses the same Google account from which he made purchases, he should be able to regain access to those in-app purchases.
